About Luca Rea

He was graduated in Telecommunications Engineering at the University "La Sapienza" of Rome, in 2005, in the same year he began his career in FUB dealing with Quality of Service in TLC networks. After the experience gained in the field of European research projects FP7 (BONE-mPlane), in 2008 he was appointed by MIMIT (Ministry of Enterprises and Made in Italy) to monitor the Framework Program Agreements related to the Broadband Plans. In this context, he deepens his knowledge of network architectures and planning. In 2009 he was responsible for the "Internet Measurement" project (AGCOM Resolution n.244/08/CSP), and still takes care of the evolutionary aspects, on the definition of KPIs for 5G networks. Since 2012 he has been following the ITU standardization body, with the role of deputy national rapporteur in the "Performance and Quality of Service" group; in this area he contributed with the standardization of measurement methods and metrics for fixed and mobile networks (ITU-T Y1541). Since 2013 he has initiated and coordinated projects for the integration of TLC into energy networks (Smart Grid), collaborating with the main national players in industry and sector research. In 2017 it started collaborative relationships with the Ministry of Transport, promoting studies on fifth generation networks dedicated to Vertical Transport and collaborating on the European project CORE. In 2018 he was appointed by MIMIT as "Responsible for monitoring 5G pilot projects”. Since the same year he has extended his skills on the Radio access segment focusing his interests on C-RAN and 5G-Core. Since 2019 he has been collaborating with the working groups of the Presidency of the Council on issues related to the deployment of 5G networks, NFV (Network Function Virtualization) and network slicing. Since 2018 he has held the position of Head of the TLC AREA of the Ugo Bordoni Foundation and since January 2021 his coordination area has also been extended to activities related to radio spectrum management and television broadcasting. Author of over 50 scientific publications, since 2014 he is a member of the Technical Committee of Na.Me.X Internet Exchange Point. Since 2006 he has been a member of the Order of Engineers of Rome (A27474). In 2023, upon application by MIMIT, he was selected by NATO for the position of NATO CCPG – Civil Communication Planning Group – civil expert in area of “New and Emerging Technologies – 5G / Devices and IOT”
